Three people, including two from Chelmsford, have been arrested for impersonating a police officer and driving a fake emergency services vehicle.
Drivers called Surrey police yesterday evening to say a silver Ford Mondeo equipped with blue flashing lights was trying to get other drivers to pull over on the clockwise section of the M25 at Leatherhead.
Officers stopped a vehicle matching the description given near junction 11 of the M25 shortly before 8.50pm.
The three - a 23-year-old woman, from Chelmsford, Essex, a 23-year-old man, from Chelmsford and a 16-year-old girl, from Reading - were jointly arrested on suspicion of going equipped for theft, impersonating a police officer and using a vehicle purporting to be an emergency services vehicle.
They have been released on bail until January 9. Officers have spoken to a number of people at the scene but are keen to speak to anyone else who was either pulled over or had any contact with this vehicle or its occupants.
